Packet downloads page: Allow import of titles and links?

Low-priority feature request: I gather that whoever creates the Packet downloads page has to manually enter the titles and links for downloadable items.

If we’re going to provide a separate download for each finalist, that means someone will have to manually enter ~120 titles and links.

So it might be nice to provide a way to import a set of titles and links for that page, from (say) a CSV or JSON file.

If this would take significant time/work to implement, it’s probably not worth it; just a minor convenience feature.

An import system is a broad "nice to have" concept, but given how rarely it's used -- once per Hugos -- and how it's likely to change year after year, it's extremely low priority for me. I would accept a PR for it, but I'm not going to work on it myself.
