On https://wordpress.org/documentation/article/appearance-menus-screen/ there'a warning which is not really true.
The Appearence menu screen depends on the theme used. When using a "classic" theme (not a block one), even with WordPress 7.0.1, you get this menu.

Suggested Fix
Update to a more accurate statement. For example:
Warning: WordPress 5.9 is the last version to include this screen by default. In WordPress 6.0 and later using a Block Theme, navigation is managed via the Navigation Block. Sites using Classic Themes or plugins that enable this functionality can still access this screen.
