Support the new plugin admin ... this is a follow on from #35

• It requires the generic updater
• The generic updater cant be used to update store apps (so need to disable that functionality)
• WIll probably never work on win10s - as the DLL wasn't distributed via the store
• May need to install data into %appdata% as part of appx setup..
