The starting souls of devil actually can make it strong enough to the point where soul selling is a bad option.
Second Issue: Investigation is still too tempting
Devil doesn't benefit too much from this info and people will think they're lying anyway, so investigating doesn't do much harm. It might be too easy of a choice
Third Issue: Choice
Why is there even a choice at this point tbh? I think players could be forced into one of the 3 options with the current setup imo
