The Sandbox module does not belong in this repo, as the broker will never ship a trusted JSON-RPC implementation. Instead, it should be part of the monitor and talk to an untrusted script imported by the worker.
When the broker supports importing scripts in response to a message from the monitor, it can do so without knowing how JSON-RPC works.
