Description

Enable support for the following filetypes, commonly used for captured signals:

• .wav
• .sigmf
  • https://iqengine.org/ uses
• .ogg

Would allows users to use our transforms/datasets/utils with their own data.

Pipeline:

1. Users import specific directory or file.
2. Convert files to TorchSig's Signal class.
3. Create dataset of new Signal objects.
   a. Allow users to supplement synthetic datasets (Narrowband, Wideband) with this dataset
