Add release-readiness checklist for maintainer automation examples

Turn the release-readiness example into a checklist that maintainers can run before publishing new workflow packs, including evidence links, test commands, and explicit residual-risk notes.

The v0.1.1 release-readiness pass landed through PR #4. It adds the publication-risk scanner, documents the publication gate, expands the release-readiness checklist, and wires the scanner into validation. Closing this issue as covered by the first checklist pass; future checklist refinements can be tracked as narrower follow-ups.
