Menu navigation scrolling bugged with controller

When navigating menus using a controller, the screen often scrolls such that the current selection is out of view. Sometimes it's so far out of view, continuing in the off screen direction causes no scrolling to occur at all. It happens in settings menus and games lists, both list and grid views. For game lists, it is mostly an issue when scrolling up. For grids, it's an issue for either direction. I uploaded a few clips to demonstrate.
