Symbol Resolution - Adding an hook to get unresolved references

Currently when trying to resolve symbols, we just find a declaration matching and set the reference. If no match is found nothing is reported.
We could provide an hook to get notified when this happens so that we could add an issue, if we decide to do so.
We could also have this hook adding an issue being the default.
