TipDlg: Cannot manually open tips dialog

Description:

The tips dialog menu can only be triggered by starting the application when the tips menu option is enabled. There should be an option to manually trigger the tips menu.

Steps To Reproduce:

1. Open iPodWizard as administrator
2. Navigate to the 'Preferences' tab
3. Ensure 'Show tips at startup' is enabled
4. Close iPodWizard
5. Open iPodWizard as administrator
6. Dismiss the tip dialog menu
7. Observe the bug. It's impossible to open the tip dialog menu manually.
