Subject: [PATCH] docs: add ARCHITECTURE.md pointing to the cross-repo
 canonical design

Points to RELAY's docs/RCP-ARCHITECTURE.md (the canonical architecture
shared with go-RCP/c-RCP/cpp-RCP), with this repo's file-path mapping
and current conformance status against it. rust-RCP is a reference
implementation for Table 30 centralization (evtgroup.rs) and
conditional-request module unification (request.rs), and already has a
working status:"not-implemented" gap-exemption mechanism
(scripts/fusa-gap-check.sh) go-RCP/cpp-RCP lack.

No code change.
