Why
Motion now has a Fleet code-health gate, but safe adoption exposed existing debt that should be reduced deliberately rather than hidden or rewritten during baseline setup.
Scope
- raise full TypeScript production coverage from the checked-in baseline toward Fleet targets
- reduce legacy TypeScript/Swift complexity and duplication ratchets
- format Swift sources and investigate Periphery findings without deleting runtime-wired or parked-v2 paths
- add an iOS test target and coverage evidence
- remove the temporary PartyKit/Miniflare dependency-risk exception when upstream supports patched transitive packages
Acceptance
- ratchet values are lowered after verified improvements
- public SDK/protocol boundaries and camera/privacy behavior remain intact
- each exception is removed when its underlying signal reaches the Fleet target
