Reduce code-health baseline debt #26

Why

Motion now has a Fleet code-health gate, but safe adoption exposed existing debt that should be reduced deliberately rather than hidden or rewritten during baseline setup.

Scope

  • raise full TypeScript production coverage from the checked-in baseline toward Fleet targets
  • reduce legacy TypeScript/Swift complexity and duplication ratchets
  • format Swift sources and investigate Periphery findings without deleting runtime-wired or parked-v2 paths
  • add an iOS test target and coverage evidence
  • remove the temporary PartyKit/Miniflare dependency-risk exception when upstream supports patched transitive packages

Acceptance

  • ratchet values are lowered after verified improvements
  • public SDK/protocol boundaries and camera/privacy behavior remain intact
  • each exception is removed when its underlying signal reaches the Fleet target
