Get rid of deprecated libonig

The repository where we download libonig is deprecated (https://github.com/kkos/oniguruma). Is it still needed to compile PHP?

It's not strictly needed to compile PHP, but it adds some regex features, especially for Japan charsets (if I understand well).

And an issue in php-src here: php/php-src#18467

So, for now, I'd say, let's keep bundling the latest version (6.9.10) and wait for upstream decisions.
