After upgrading to 1.15.x, changing room avatar doesn't work

Describe the bug

I'm not sure when in 1.15.x this started started, but after upgrading to 1.15.2 today, changing avatar in Room Settings -> Cosmetics no longer changes room avatar. Another friend running their own instance of 1.15.2 has also confirmed this behavior.

Reproduction

1. Open Room Settings
2. Under cosmetics, upload a new avatar
3. Observe that your room avatar has not changed

Expected behavior

Expected behavior would be for the newly uploaded room avatar to take effect.

Platform and versions

1. Linux
2. Firefox 140.10.1esr
3. 1.15.2

I think this just never worked 😅 1.15 didn't touch this and it looks like the file was uploaded and everything but we just... never updated the actual membership event with it. Will fix it shortly.

It used to work for me before 1.15.x, I know for a fact. It wouldn't show the update immediately in the Cosmetics tab, but it would actually get changed in the room.
