Interface in OpenTurns

@mbaudin47, in QMCSoftware/qmcpy#410 (comment) you mentioned integrating the C functions in this qmctools package into OpenTURNS. Is this still of interest? Please let me know of anything I can do to make this possible. Happy to meet and discuss along with my advisor @fjhickernell who leads the QMCSoftware organization

Here are the requirements from our point of view:

• A C or C++ interface of QMCSoftware would be required to produce an OpenTURNS interface to it. This C / C++ interface would be a part of QMCSoftware.
• Binaries should be provided via Conda and or RPM / Debian so that OpenTURNS can rely on it.

Is that relevant and or difficult from your point of view?

All the low-discrepancy sequence generators and randomization routines from the QMCPy Python package at https://github.com/QMCSoftware/QMCSoftware call lower level Python functions from this QMCToolsCL repo https://github.com/QMCSoftware/QMCToolsCL which in turn call lower level C functions also in this repo. Would you like OpenTURNS to call the high level QMCPy Python functions, the lower level QMCToolsCL Python functions, or the lowest level QMCToolsCL C functions?

QMCPy is distributed on PyPI with QMCToolsCL as a dependency, see https://pypi.org/project/qmcpy/. This QMCToolsCL Python package is currently distributed on PyPI with Windows binaries, see https://pypi.org/project/qmctoolscl/. Is it necessary to upload QMCToolsCL and/or QMCPy to conda?

I think most of the pieces are there and putting them in place should not be too difficult.
