It's the same case as captain weapons

i think it was intentional but its kinda weird

I think it kind of makes sense - HoS is meant to have a ranged weapon, and a melee weapon. The cap gets the same thing, with the same oni exception. If an oni HoS can't use ANY of the HoS weapons, it'd probably just encourage them to give whatever the favored option is to some random, which is kinda cringe imo. def weird, but unless we're about to take the caps laser from oni's too, i dont think it's too sensible.
