Improve workflows with Label Sync

[Jeredian]

We need to sync label setup between all existed repos.
The easiest way to archive it, is to add label-sync github action to our workflows

• Main goal
  • Add label-sync workflow
  • Add labels.yml to .guthub repo
• Optional
  • Improve current label system
    • Suggest you vision and changes
  • Add more labels and reworks existed
    • Especially for "status:" labels
  • Update documentation in .guthub repo
