XrmToolBox has an INoConnectionRequired interface. That is used when a plugin does not need a connection before being opened. For example: In my "Managed Identity Wizard" tool the user can use the inspect local package functionality without being connected to an actual environment. I would ask other tool makers if they have valid scenarios where this makes sense before actually investing time and resources in delivering this.
