Summary

Implement Missouri's Child Care Assistance Program (CCAP) — also known as the Child Care Subsidy program — which provides child care subsidies to low-income working families, families in education/training, and families receiving other assistance.

Program details

  • Administration: Missouri Department of Elementary and Secondary Education (DESE), Office of Childhood (Child Care Subsidy program). (Historically administered by the Department of Social Services / Children's Division before the 2021 transfer.)
  • Authority: 13 CSR 35-30 / 5 CSR 25-100 (Child Care Subsidy), RSMo Chapter 208.
  • Funding: Federal Child Care and Development Fund (CCDF) plus state funds.

What needs to happen

  1. Research Missouri's current Child Care Subsidy eligibility rules (income limits as % of SMI/FPL, activity requirements, child age limits, asset rules).
  2. Research the provider reimbursement rate schedule (by region, provider type, age group, full-time/part-time).
  3. Research the family copayment / sliding fee schedule.
  4. Implement parameters, variables, and tests under the appropriate DESE Office of Childhood agency path.
  5. Wire into the federal child_care_subsidies aggregation following existing state CCAP patterns (e.g., RI, NH, ME, MD).
