What

Implement Minnesota's Child Care Assistance Program (CCAP), the state's CCDF-funded child care subsidy program.

Background

Minnesota CCAP helps eligible low-income families pay for child care so parents can work, look for work, or attend school/training. It is administered by the Minnesota Department of Children, Youth, and Families (DCYF) (responsibility transferred from DHS), with county-level administration.

CCAP has two main eligibility pathways:

  • MFIP/DWP Child Care — for families receiving or transitioning off MFIP (Minnesota's TANF) or the Diversionary Work Program.
  • Basic Sliding Fee (BSF) Child Care — for other eligible working families.

Scope

  • Income eligibility (initial vs. ongoing FPG thresholds, State Median Income limits)
  • Activity requirements (employment, education, job search)
  • Family co-payment / parent fee schedule
  • Maximum provider reimbursement rates (by county region, provider type, age group, full/part-time)
  • Integration with the federal CCDF infrastructure and child_care_subsidies
