What
Implement Minnesota's Child Care Assistance Program (CCAP), the state's CCDF-funded child care subsidy program.
Background
Minnesota CCAP helps eligible low-income families pay for child care so parents can work, look for work, or attend school/training. It is administered by the Minnesota Department of Children, Youth, and Families (DCYF) (responsibility transferred from DHS), with county-level administration.
CCAP has two main eligibility pathways:
- MFIP/DWP Child Care — for families receiving or transitioning off MFIP (Minnesota's TANF) or the Diversionary Work Program.
- Basic Sliding Fee (BSF) Child Care — for other eligible working families.
Scope
- Income eligibility (initial vs. ongoing FPG thresholds, State Median Income limits)
- Activity requirements (employment, education, job search)
- Family co-payment / parent fee schedule
- Maximum provider reimbursement rates (by county region, provider type, age group, full/part-time)
- Integration with the federal CCDF infrastructure and
child_care_subsidies
