Upgrade to Elm 0.19

Go through the changelog of Elm 0.19 and upgrade elm-docstyle accordingly. Maybe allow for both 0.18 and 0.19, which can be automatically detected based on the presence in the root directory of elm.json (0.19) or elm-package.json (0.18).
