Child Work Look Up In Relationship Tab on Edit Form Not Getting Known Results On Staging

Descriptive summary

While trying to QA #3577 I needed to add a complex object as a child to another complex object. Attempting to look up a work in Relationships tab did not find anything. Child work lookup in Relationships tab on prod yields selectable results.

Expected behavior

Look up on Relationships tab in edit form on works searches available works and allows them to be added as children through 'Add' action button.

@lamtu1 found that when searching in Relationships tab => Child Works lookup to add child works to a parent, the lookup is limited to works created by the user doing the lookup.

This means users can only add child works that already exist to parents IF that user created the child. This makes adding existing works as children dependent on the user being available and still having access to Oregon Digital to create those relationships.

@KevinJonesMeta will confirm with Metadeities that desired behavior is that any user with permissions can add any child works to any parent works.

@CGillen Confirmation needed that a developer can add child works to parents without the user that created the children? This is not a desired workaround. This task should not use developer time if possible.
