[BUG] - ModsManager does not actually apply mod updates unless restarted.

Describe the Bug
When a mod is updated, it will still be in its pre-update state. This issue will persist until ModsManager is restarted.

To Reproduce
Steps to reproduce the behavior:
1 - Have a mod installed to OpenKH.
2 - Update the mod through GitHub.
3 - Update the mod on OpenKH.
4 - Witness as the files are in their pre-update state,

Expected behavior
For the update to be applied immediately without restarting ModsManager.

Upon further checking, this is the case for all files.
