/atlas/submit — dedicated page documenting both submission paths

Right now Atlas submission is documented only inline in /atlas footer. Audience: researchers who want to submit but haven't installed openinterp-mcp yet.

Page structure:

1. Recommended path: openinterp-mcp + Colab + publish()
2. Manual fallback: write JSON by hand → PR to registry
3. Schema reference + validator output
4. Examples of good entries (paper-5 saturation, agent-probe-guard, Phase 11)
