Feature request: Ability to disable individual commands per-server #150

On one Discord I'm active on there's a persistent request to not use some of NotSoBot's commands for various reasons, but every now and then people new to the server rediscover them and it becomes a bit of a problem to convince people to stop spamming them every time they get rediscovered.

It's only a couple of commands and adding overbearing/automated moderation to the invocation of the command itself would not be an appropriate response to the problem, but it's been a problem all the same.

If there were a server-level configuration to disable specific commands this would become a non-issue; ideally someone trying to invoke such a command would result in an error message saying "Sorry, .smile has been disabled" (for example).
