Help Button doesn't work for outputs pages

Describe the bug

The help button does not go to the right file in the outputs.

To Reproduce

Steps to reproduce the behavior:

1. Run a case
2. Click on help
3. See error

Expect help to come up

Appears to be an issue both in the SAM-private build and the distributed build.
