Comma in Wind Turbine Name

Describe the bug

The name for the Fortis Passaat turbine in the wind turbine library uses a comma instead of period to indicate the decimal value "1.4 kW" preventing the power curve data from loading correctly.

To Reproduce

1. Create a wind case.
2. On the Wind Turbine page, filter "passaat" and select the Fortis Passaat turbine. Note the empty power curve graph.

Workaround is to edit /libraries/Wind Turbines.csv file and change Line 20 "Fortis Passaat 3.12m 1,4kW " to "Fortis Passaat 3.12m 1.4kW".

Operating System and Version

Tested in SAM 2026.7.3, probably also in older versions.
