Rack Management with Default Sequencing via RMS as Backend

While Flow provides software-defined customizable (rack) sequencing, there needs to be a HW-native default rack sequencing, to be provided by RMS as a "rack" backend, and to be invoked from Flow when REST calls do not come with a Flow sequence.
