Support user `enroot.conf`

The docs say that user configuration is loaded from ENROOT_CONFIG_PATH := ${XDG_CONFIG_HOME}/enroot, but this is not true for enroot.conf files placed there: enroot.in never looks for that file.

Feature request: load user config from this location.

ENROOT_CONFIG_PATH is not used (or documented) to read enroot.conf stuff from there.

It does say "Path to user configuration files", true.
But it does also say "Common configurations can be applied to all containers by leveraging the following directories under ENROOT_SYSCONF_PATH (system-wide) and/or ENROOT_CONFIG_PATH (user-specific)."

So, the "user configuration" that is expected in sysconf path or config path are per documentation:

• environments (environ.d)
• mounts (mounts.d)
• hooks (hooks.d)

Which aligns with the runtime:

The term "configuration" is used in two mutual exclusive meanings:

• configuration for the enroot system per se (enroot.conf{,.d/*} in /etc/enroot or whatever @sysconfdir@ is)
• configuration for the enroot containers (in environ/mounts/hooks)

Only the latter allows user-specific overrides.

It would be a convenient place to set ENROOT_DATA_PATH and things like that.

I think the decision to make enroot system configuration not user-configurable was deliberate, but thats only me guessing
