Set up CI/CD

• Run tests
• Deploy commits to the test server
• Deploy releases to the production server
• Generate and publish documentation via GitHub Pages (readmes, JavaDocs, OpenApi files)
• Periodically backup database content
• Plan how incremental / patch updates will be made for local installations

Working with James Renfroe to set up a project on Jenkins. As of today, James was having trouble accessing Jenkins himself. He is working with ISD to regain access. He will be out most of tomorrow so it may not be until Wednesday May 25th before I have access to it, but at least the process has started.
