Saved workflow loader + /workflow:<name> commands

Discover saved workflows from:

• ~/.pi/agent/workflows/*.js (user)
• .pi/workflows/*.js (project)
• bundled defaults

Each script is parsed once for meta. Register a command per workflow: /workflow:, which invokes the workflow tool with that scriptPath.
