Feed tweaks: the sequel's sequel

In the news:

• Include questions with actual close time in the past 7 days, so that when the "open" filter is unselected you see actually trending stuff that resolved instead of a bunch of old outdated stuff.
• Articles that are similar to each other have diminishing returns.

Changes to hotness:

• smaller boost for open
• boost for CP revealed

Additional tweak requested for in the news is to fix whatever is causing these two question to have been in the top 10 of in the news since we first launched it last year.

Guessing it's some kind of key word hit issue with broad key words and all the stuff covered in the background and title (AI, US, China, Amazon, Microsoft, Taiwan, etc) and would be good to try to account for that in some way or penalize questions that are hitting that.
