Couple of issues with how a time series question display its charts:
- The hover tooltip in the Fan Chart is masked by the question page container (image below)
- When we have tabs to switch between different charts, the timeline should not have the "Forecast Timeline" title and the timeframe controls should be on the same row as the chart tabs
- When we hover the forecast timeline, it should display the tooltip like in multiple choice questions
