Yes, it IS a multibug but these are XML changes. In fact I could change most or all of them and attach them here (esp. if it turns out the person who was more in charge of stratcon is not active), but I don't know the process for approbation.
A) In Dropship defense, you get +/-2SVP for preserving the dropship for 12t, and +/-1 for 50% kill of opfor. That doesn't fit with the description that "destroy 50% of enemy to break their assault" and of course it just doesn't work. I understand the intent, that dropship defense is more important, but in the end that doesn't work.
Fix: simply change dropship obj to +2/-1, so that you still get a draw if you rout the opponent.
B) In facility assaults with a civilian withdrawal (evacuate) variant (regardless of it being enemy or friendly), the objective status list at end of game states "facility destroyed if objective failed" below the "prevent 75% units from reaching edge" part (or "reach edge with 75%"), which is an obvious C/P error (unless the idea's that the evacuating units are the base personnel, but in that case destroying them would ALSO destroy the facility...).
Fix: remove erroneous line...
C) Also, for friendly evacuating units, the "reach edge with 75%" clause doesn't validate (turn green) when checking 75% of units.
D) Also, same case, no SVP values appears in the mission briefing for the escape clause, despite appearing in the debrief.
E) In the rare prison escapee scenario, deployement for your forces is delayed, which is OK, but you get to deploy anywhere on the map, which makes catching up to the escapee pretty easy...
