Group site theme options do not match the theme options on individual sites

The theme Twenty Seven is an option on group sites, but isn't on individual sites. Twenty Twenty Four and Twenty Five are not listed on either.

I created a regular site and have the options listed on this page. The default theme is Twenty Twenty-Five: https://classicalfan.hcommons-dev.org/wp-admin/themes.php

I created this one as a group site within the group creation process: https://chambermusicfans.hcommons-dev.org/wp-admin/themes.php

On the group site the default is Twenty Seventeen and it's missing Twenty Twenty-Four and Twenty Twenty-Five. There must be different settings to specify what themes are available for use on these sites. Learn something new everyday.
