Goal: Advisor Regime B — answer from PARTIAL/cached data with "still refreshing" markers, then re-engage the conversation when the refresh lands.
Scope:
- Provisional answer + pending markers from
PARTIAL results.
- Durable per-conversation job/subscription registry (Advisor state is in-memory today,
bases/lif/advisor_restapi/core.py:24).
- Decide the user-facing push channel (WebSocket / SSE-with-resume / poll / web-push) and proactive re-engage vs. silent refresh.
