add current raid tier to encounter reminder generation script

Currently the encounter generation script only does so for dungeons not raid tier. This means users have to add them directly from the encounter journal.

This is actually not super straight forward. the raiderio static data for raids [https://raider.io/api/v1/raiding/static-data?expansion_id=11] does not include any usable ids. At the same time the bliz api //data/wow/journal-expansion/index and /data/wow/journal-expansion/{journalExpansionId} does not seem to work either. E.g. At this moment it includes both midnight and tww things as "current_season" which does not reflect reality or even matches what ingame displays
