@raykai I don't know if this will work for you, but this project might work for text to speech (TTS) in Final Fantasy XIV (FFXIV). It's called "ACT.Hojoring".

It's in Japanese, but it looks like it could be manageable if you Google Translate the webpage. Maybe there's some people on their Discord who speak English? I don't know. But I think it might be less effort trying to get that to work than to adapt Jocys TTS to an MMO that doesn't support addons.

Oh, I just saw this again after hopping back into WoW.

This issue can go ahead and be closed now because FFXIV now has the TextToTalk plugin available through XIVLauncher. Full discloser, I'm a contributor on the project.

Just a heads up for anyone new to FFXIV over there. All third party tools that interact with the game are technically a bannable offence, but Square Enix has stated publicly that they do not and will not install software to spy on your computer to find out if you are using these tools or not (unlike Blizzard with WoW). So, if you use TextToTalk or any other plugin, just make sure you don't talk about it in game or out of game where you character name is revealed, and you'll be fine.
