[RULE-006] Starter rule-pack library

Roadmap priority: P2

Goal: Provide small, inspectable examples for rule authoring and adoption.

• Add tested PCI-inspired, HIPAA-inspired, and internal-service packs.
• Include source/control references and state that examples do not certify compliance.
• Cover Boolean composition, numeric, regex, and connectivity examples without turning one pack
  into a kitchen sink.
• Execute every example in tests and documentation snippets.
