Clean up third-party HSA directory

The third-party HSA directory adds a lot of files including binaries including binaries. Instead

1. Either add a detailed README to install the prerequisite binaries and allow Chapel to link to them
2. Or Add a source-code snapshot of the perquisites, and build them during building chapel.
