Portable client should look for its files in its own folder

The whole point of the portable installation is that it's easy to move around - this isn't the case if the files are stored in the user data directory. On the portable version the Config, Layouts, Logs, Maps, Plugins, Profiles, and Scripts folder should be loaded from the Genie 5 folder.

The code has Portability baked in.. It looks like the fallback logic is not aligned. Will put this on the Quick Fix List.
