Integrate patch priorization algorithm to the framework

Integrate the Java implementation of SLAB's simple patch prioritization algorithm based on code similarity.

It would be beneficial for the prioritization algorithm to be able to output the scores for each candidate (that can then be written to the issues.json). Also the patch candidates could be prefiltered for compilation errors before using the ranking component.
