CODE folder containing projects that can be compiled and linked at runtime.

This issue is to track the progress of the CODE folder and it's implementation.

Needs a bit more polishing, such as being able to start all characters at once. Also applies to services.

• More polish on the startup of CODE projects and SERVICE projects.
• Possibly make compilation of these projects faster? Look into build caching, like CCache.
