Campaign proposal: Open data pledge

This is a very important campaign, thanks for proposing it @zenrabbit! I think this campaign could nicely compliment the Open Code Pledge that we're currently developing. We could even launch the two campaigns together, so that people can sign both at once just by ticking a checkbox in one of the pledges.

One question for now -- do you think asking people to publish their data before their paper might be an obstacle for some people? I'm conscious of lowering barriers to entry, and feel that we would get more pledges if we simply ask people to publish data with their paper. Down the track, if this campaign is successful, we can of course make more specific requests like publish as-you-go, using the pledges to this campaign as a springboard for future campaigns.

Also, I'd like to be able to check compliance once campaigns are over, and I can't think of any way to verify the timing of when data was collected vs when it was uploaded. In contrast, it's easy to check if someone has posted data for a paper they just published, especially if it's linked to in the paper.
