If you’re placing electronics on the EU market, think in layers:

End-of-life & take-back

WEEE Directive (2012/19/EU) — producer registration & financing of take-back, selective treatment, info for recyclers, and the crossed-out wheeled-bin symbol on the product (or docs/pack if too small). WEEE itself is not a CE-marking law.

Substances

RoHS (2011/65/EU) — limits Pb, Hg, Cd, Cr⁶⁺, PBB/PBDE, and 4 phthalates; RoHS is part of CE marking for EEE. Keep a technical file and DoC.

[TÜV SÜD](https://www.tuvsud.com/en-us/services/product-certification/ce-marking/ce-rohs-2?utm_source=chatgpt.com)

REACH / SVHC & SCIP — if any article (incl. PCB assembly) contains SVHCs ≥0.1% w/w, you must notify customers and submit to ECHA’s SCIP database.

Safety / EMC / Radio (CE marking on the final device)

EMC Directive (2014/30/EU) — emissions & immunity.
[Internal Market & SMEs](https://single-market-economy.ec.europa.eu/sectors/electrical-and-electronic-engineering-industries-eei/electromagnetic-compatibility-emc-directive_en?utm_source=chatgpt.com)

Low Voltage Directive (2014/35/EU) — electrical safety for mains-powered gear; typically shown via harmonised standards like EN 62368-1 for ICT/AV.
[Internal Market & SMEs](https://single-market-economy.ec.europa.eu/single-market/goods/european-standards/harmonised-standards/low-voltage-lvd_en?utm_source=chatgpt.com)

RED (2014/53/EU) — if you add Wi-Fi/Bluetooth/etc. (radio).
[European Commission](https://ec.europa.eu/docsroom/documents/33162/attachments/1/translations/en/renditions/native?utm_source=chatgpt.com)

Note: You CE-mark the finished product against all applicable directives. Using CE-marked parts alone doesn’t make the end product compliant.

New & adjacent rules to watch

ESPR (Ecodesign for Sustainable Products Regulation) — in force since 18 July 2024; will roll out product-specific eco-requirements and Digital Product Passports over time.
[European Commission](https://commission.europa.eu/energy-climate-change-environment/standards-tools-and-labels/products-labelling-rules-and-requirements/ecodesign-sustainable-products-regulation_en?utm_source=chatgpt.com)

EU Battery Regulation (2023/1542) — lifecycle rules, labelling & upcoming battery passport for certain batteries; applies if your device contains batteries.

[EUR-Lex](https://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX%3A32023R1542&utm_source=chatgpt.com)

Packaging & Packaging Waste Regulation (PPWR, 2025/40) — new packaging rules replacing the old Directive.
[SGSCorp](https://www.sgs.com/en/news/2025/01/safeguards-01925-eu-issues-new-legislation-for-packaging-and-packaging-waste?utm_source=chatgpt.com)

UK: Great Britain continues to recognise CE marking indefinitely (alongside UKCA).

So… is WEEE “the right compliance reg” for recycling PCBs?

For EU end-of-life obligations: Yes — WEEE is the main law (collection, financing, treatment, bin symbol, recycler info).

But for what you put into the PCB/device, RoHS & REACH/SCIP apply; and your device’s CE comes from EMC/LVD/RED (plus any other relevant CE legislation). WEEE doesn’t grant CE.

Fast checklist for your product (EU)

Register with a WEEE scheme in each target Member State; affix the bin symbol (+ producer ID/date/bar).

Build a RoHS compliance file (BOM, supplier declarations, test data) and include it in your CE technical documentation.
[TÜV SÜD](https://www.tuvsud.com/en-us/services/product-certification/ce-marking/ce-rohs-2?utm_source=chatgpt.com)

Do EMC tests; apply LVD safety (e.g., EN 62368-1); add RED if radio. Issue EU DoC and affix CE.

Screen for SVHCs; if ≥0.1% w/w, make SCIP notification.

If batteries/packaging are involved, ensure Battery Reg. and PPWR compliance.

(Design tip) Make disassembly and material ID easy to improve recyclability and align early with ESPR.
