Whispers can be heard across the map by ghost players

Description

Whisper chat is visible to ghosts regardless on how close to the speaker they are.

Reproduction
Hop on as ghost and see all that saucy handholding action that is being whispered (excluding subtle content)

Additional context
Before rebase whispers could only be seen by ghosts if they were in whisper range. This prevented people from seeing all the saucy stuff happening in dorms. I think this should be reintroduced.

This is not a bug, on Floofstation regular ghosts (non-admins) used to have their GhostHearing comp removed. I'm not sure it's worth completely removing it, instead it's better to make whispers hidden for all ghosts.

Just add a filter for the ghost comp to the method SendEntityWhisper in Content.Server/Chat/Systems/ChatSystem.cs (around line ~537)
