Fix repository URL in package.json

Problem

cli/package.json has incorrect repository metadata — URLs point to foc-skill.git instead of foc-cli.

Details

The following fields reference the wrong repo:

• repository.url → points to foc-skill.git
• bugs.url → points to foc-skill
• homepage → points to foc-skill

Fix

Update to point to FIL-Builders/foc-cli.
