Can't tag leaflets with pre-SoPN candidates

I uploaded this leaflet before the ballot was locked, and the candidate (Godwin) was not offered as an option.

The answer here is probably to allow users to select an election, as long as it is in the system, and then a party (using the all parties dropdown). Otherwise we just get the region, and nothing else.
