Come up with a sensible way to handle docs

Documentation for clickopolis should probably be split into different parts:

• app, aka the game itself -- this should be user-facing
• core, aka using the game's API yourself
• server, aka instructions on setting up your own server
• roadmap, the roadmap site

The goal should be able to click

• Run all documentation with one command
• That command takes documentation for app, core, & server and places them in /docs
• Docs points to docs.clickopolis.org (and is redir. from clickopolis.org/docs)
