Github action to install Suibase + Sui binaries

The github action should make it simple to:

• Install all prerequesites (e.g. install rust if not already installed)
• Install latest Suibase
• Install Sui binaries for one or more target network (testnet, devnet...)

Idea brought up by zeuxidamus on the ChainMovers discord.

(This is a good opportunity for anyone to contribute and gain some visibility as a Suibase dev)

I can't make any promises, but when I get to creating CI pipelines for our projects, I'll circle back to this.
